FEMA: Guidelines for Developing a Crisis Management Plan

FEMA Developed a guideline document for developing a crisis management plan in a violent crisis. This plan lays out step by step how to best be prepared to handle a crisis. Although the plan was originally designed to be used by FEMA employees and managers in situations of violence its fit and function can be applied to many different situations as the process can be the same for almost any crisis.

The plan is implemented at each location with a designated Crisis Management Team or CMT and outlines through the various layers of FEMA, 911, local and Federal assets. It also addresses training, cautions, approvals, evaluations, notifications and roles of those involved.
